DONALD PARKER President | Hackensack Meridian Health - Carrier Clinic

Donald Parker is President of Hackensack Meridian Health – Carrier Clinic. Prior to joining Carrier Clinic in 2013, Donald served as the Vice President for Physician Services and Ambulatory Care at St. Joseph’s Health System. Previously, Parker was appointed as President/ CEO of Atlantic Mental Health for 15 years and subsequently merged into the AtlantiCare Health System. At AtlantiCare, he served in multiple leadership roles, including V.P. of Business Development and President of AtlantiCare Health Services, where he developed and provided leadership to over twenty ambulatory businesses with forty-two locations. Parker’s capstone accomplishment at AtlantiCare was his participation on the Leadership Team of the Health System as it earned and was awarded the Malcolm Baldrige Award, a Presidential recognition for quality and achievement. He was also the Chief Operating Officer and a Partner for a Healthcare Consulting firm, Carlisle and Associates. A Licensed Clinical Social Worker who completed his Master’s Degree at Rutgers, Parker provides leadership in many civic and volunteer organizations as well. Don has served on numerous public and private boards, including public and college school boards, chairing New Jersey’s Association of Mental Health Centers for two terms, being a founding member and chair of Gilda’s Club of South Jersey, and chaired a New Jersey Supreme Court Committee responsible for rewriting divorce regulations for the State. He was recently honored by the Boy Scouts of America with The Toast of Scouting Award, presented for outstanding community service and leadership. He currently serves as a board member on The National Association of Psychiatric Health Systems, New Jersey Hospital Association, and the Somerset County Business Partnership and the Atlantic Cape Community College Board of Trustees. Lieutenant Jason Piotrowski began his career in law enforcement in 1995 serving as a local police officer before joining the New Jersey State Police in 2001. Jason was a general duty road trooper before being selected as an initial member of the state fusion center in 2006. During his fusion center tenure Jason represented the New Jersey State Police at the National Operations Center, in Washington DC, serving multiple tours. During 2014 Jason was selected to help develop the New Jersey Drug Monitoring Initiative, currently serving as the Unit Head of the Office of Drug Monitoring and Analysis. In this position he oversees the collection, analysis, intelligence production, and training and outreach efforts related to the drug environment, specifically focused on the overdose epidemic. Dale Quigley is the Deputy Coordinator of the National Marijuana Initiative for the HIDTA program in the United States. He is responsible for providing information and education on issues surrounding marijuana. Prior to this role, he served at the Rocky Mountain HIDTA in Denver from 2011 – 2016 as the Manager of Intelligence and later oversaw their training program. Deputy Quigley holds a Bachelor of Science in Criminal Justice and has been a peace officer in Colorado since 1979. In January 2016, he retired as a Sergeant from the Aurora Police Department. In his experience, Deputy Quigley notes his most rewarding assignments have been related to drug enforcement. He has an extensive background in narcotics investigations and supervising drug units, which includes supervising a gang-oriented drug task force for the FBI. Recognized as a subject matter expert in several aspects of drug enforcement, he regularly speaks at regional, national, and international drug conferences on the impacts of drug usage. Additionally, he has instructed drug law at the Community College of Aurora (Colorado) and a series of drug enforcement classes for the Rocky Mountain HIDTA program. 41 LT.
